DECISION OF THE DISCIPLINARY COMMITTEE OF THE NIGERIA FOOTBALL FEDERATION, NFF AT ITS MEETING HELD ON THURSDAY, 10TH FEBRUARY, 2011 AT THE FEDERATION’S SECRETARIAT IN ABUJA

After the meeting of the NFF Disciplinary Committee held on Thursday, 10th February, 2011 in Abuja, the football decisions were reached:

The Committee frowned at the incessant pronouncements of the NPL banning and suspending players/officials without due recourse to the NFF Disciplinary Committee.

Consequently, the Committee is therefore requesting the NPL to always forward disciplinary cases to the Disciplinary Committee for prompt discussion and determination.

1)      CASE ONE: Sunshine Stars V. Heartland FC
(a)     That the two match ban given to player Bassey Akpan of Heartland FC was declared inappropriate for the offence he committed base on Article 5.7(1) of the 2010/2011 Rules and Regulations guiding the Premier LeagueThe Player, Bassey Akpan was therefore suspended for One year in accordance with the rules.

(b)     The Committee subsequently quashed the NPL decision to fine the said player the sum of One Hundred Thousand (N100,000) only which would have been paid to the Referee incase of injury or lost of item.

(c)     The Centre Referee in the said match (Sunshine Stars V. Heartland FC) Awugo Friday of the FCT Referees Council is suspended from officiating for six (6) months for negligence and non application of the laws where necessary.

2)      CASE TWO: Heartland FC V. Niger Tornadoes
(a)     Niger Tornadoes is fined the sum of One Million Naira (N1,000,000) only for violating Article 1.6(1) of the Rules & Regulations of the League.

(b)     The Committee also directed that a strong worded letter be written to match officials to always have eyes for details as the Committee will not hesitate to apply sanctions to any match official who shows lack of competence or knowledge of the Rules and Regulations guiding the competition.

   
3)      CASE THREE:  Enyimba Int’l FC V. Warri Wolves FC
(a)     The Committee agreed that issue in this case was about the Laws of the game and does not warrant a fine.   Consequently, the decision of the NPL was quashed for lack of evidence while the fine of One Hundred Thousand Naira (N100,000) only, imposed on Player Ahmed Kadiri of Enyimba FC to be refunded if it has been collected.

4)      CASE FOUR: Rangers Int’l FC V. 3SC
 (a)    The Committee agreed that issue in this case was about the Laws of the game and does not warrant a fine.   Consequently, the decision of the NPL was quashed for lack of evidence while the fine of One Hundred Thousand Naira (N100,000) only, imposed on Player Ejike Usonyi of Rangers Intl FC to be refunded if it has been collected.

5)      CASE FIVE: Sunshine Stars FC V. Kwara United FC
The Committee upheld and sustained the two match ban placed on Player Ganiyu Anifowoshe of Kwara United FC NPL for violating Article 5.4(2), while the initial fine of One Hundred Thousand Naira (N100,000) only, was reduced to Twenty Thousand Naira (N20,000) in accordance with Article 5.4 (4) of the Premier League.

6)      CASE SIX: Adamawa United FC V. Spotlight FC

(a)     Adamawa United FC Baba Buba (Assistant Coach) Daniel Abdul (Welfare Officer) and Michael Obed (player) are suspended from participating in football and football related activities for a period of One (1) year with immediate effect for violating Article 6.0(1) of the National League Rules and Regulations.

(b)     Similarly, Adamawa United FC is fined the sum of Two Hundred Thousand Naira (N200,000) only which is to be paid to the affected match officials in accordance with Article 6.0(1) of the National League Rules and Regulations.

(c)     Adamawa United is equally banished to Taraba State to play their home matches for one (1) year with immediate effect in accordance with Article 6.0(2) of the 2010/2011 National League Rules and Regulations.

7)      CASE SEVEN: Okpe United FC V. FC Dender
(a)     The Committee decided that FC Dender’s protest lacks merit.  Consequently, the matter was thrown out based on the provisions of the Article 5.5(1).

(b)     It also ruled that the result of the match should stand.

(c)     The Referee of the match, Johnson Chigozirim J. of the Abia State Referees Council is suspended for One (1) year for incompetence in line with Article 7.2(1) of the National League Rules and Regulations.

(d)     The Committee directed the Nigeria National League body to advice the Delta State Football Association to henceforth provide standard changing Board for all League matches to be played in the State.

8)      CASE EIGHT:  Spotlight FC V. Babanawa FC
(a)     The Committee directed the National League body to officially delete the name of Babanawa FC from the list of registered teams for the 2010/2011 Nigeria National League Football season including all its documents in accordance with Articles 1.4(1-4) and 1.5(1-5) on Eligibility and Registration.

9)      CASE NINE: NPL Appeal for Clemency on suspended players
(a)     The Committee granted pardon to five (5) suspended players and warned them to henceforth be of good behaviour both on and off the football arena adding that they would always be on the full radar of NFF watch.  The players are:

          -        Son Hingir
          -        John George
          -        Okardi Blessing
          -        Zango Umar
          -        Iboro Akpankpa

(b)     In the same vein, the suspension order placed on Niger Tornadoes FC club supporters was lifted with a warning to desist from acts of hooliganism or risk stiffer sanctions.

(c)     The suspension order given to Match Commissioner Musa Monidafe was sustained.  Consequently, he is to remain suspended indefinitely.

(d)     3SC Player, Gbolahan Salami is suspended for all football and footballing related activities for one (1) year in line with Article 5.7(1).

(e)     A letter is to be written to 3SC to warn their supporter to desist from any act of hostility against match officials.


10)     CASE TEN:  FC Taraba Vs. Jigawa FC
(a)     FC Taraba is banished to Minna for one year for violating Article 6.0(2) of the National League Rules and Regulations with immediate effect.

(b)     Similarly, FC Taraba is fined the sum of Two Hundred Thousand Naira (N200,000) only which is to be paid to the affected match officials in accordance with Article 6.0(1) of the National League Rules and Regulations.

(c)     The following players of FC Taraba – Tanko Joseph, Osade Osunde and Shayma Babayo are suspended from football and footballing related activities for one (1) year for violating Article 6.0(1) of the National League Rules and Regulations with immediately effect.
